Mailhog (or alternative) if Outgoing EMails are Off

Hello, 

Since mails are a very important part of web applications, but require a lot of setup to test in pseudo-production states, it would be a super awesome feature, if there was something like mailhog that fetches outgoing mails as long as Outgoing mails are deactivated in the project settings. 

It would be very easy to test mailing in development environments and provide a centralized  and project-independent option to simulate outgoing mails.
