How do I resolve the "You do not have access to create a new Subscriptions resource.: Forbidden" error?

This error is caused by the fact that all users on the "New Customer" tier can create up to two projects within a 24-hour period.

For that limitation to be removed, you need to have:

• A valid payment method added to your account
• Three successful billing cycles processed

Once both conditions are, fulfilled, you are automatically changed to the "Professional" tier.
